Havana, November 23 (RHC)-- Honduran President Juan Orlando Hernández arrives in Cuba Thursday for an official visit, during which, among other activities, he will hold talks with his Cuban counterpart, President Raúl Castro.

On Tuesday, representatives from Honduras and Cuba met in Havana for the 1st Round of Bilateral Migratory Talks. The Cuban delegation was headed by Ernesto Soberón Guzmán, Director for Consular Issues and Cuban Residents Abroad at the Foreign Ministry, while the Honduran delegation was headed by Deputy Secretary of State María Andrea Matamoros Castillo. They exchanged on consular issues and assistance to their respective communities abroad.

According to the Cuban Foreign Ministry, the two delegations agreed to continue negotiations on a Memorandum of Understanding on the issue that provides for a legal framework toward joint actions to promote and guarantee legal, safe and orderly migration flows with full respect for the human rights of migrants.

The Cuban delegation insisted that Washington's migratory policy toward Cuba, particularly the Cuban Adjustment Act and the so-called 'Dry foot-Wet foot' policy encourage irregular flows of Cuban migrants, seeking to reach U.S. soil either by sea or through a third country.
