Cuba: The United States does not comply with its obligations as UN host country

United Nations, February 27 (RHC)--The United States is in breach of its obligations as a UN host country and is impeding the participation of representatives of official delegations from member states, including Cuba, in UN events.

This was denounced by Ambassador Oscar León, Chargé d'Affaires of the Permanent Mission of Cuba to the United Nations, who stressed that there is no legal basis for the restrictions and prohibitions imposed by the United States on access to the UN.

The official Twitter account of the Cuban mission shared this Thursday the statements made by the diplomat in a recent session of the Committee on Relations with the Host Country.

The Cuban ambassador asked the Committee on Relations with the Host Country and the UN to favor a legal solution to the non-compliance of the United States.

”Such violations by Washington disrespect the provisions of the UN Charter, the 1961 Vienna Convention on Diplomatic Relations, the UN Agreement on Privileges and Immunities, the Headquarters Agreement and the recommendations adopted over the years in the Committee's reports,” he added.

Cuba, explained León González, has seen its participation in meetings of representatives and experts affected by the non-issuance or delay of visas; it also suffered the expulsion of two of its diplomats accredited to the UN in September 2019.

The island's delegation is resisting the mistreatment to which its diplomatic couriers are subjected at this headquarters. Meanwhile, Cuban officials and diplomatic personnel accredited to the organization are subject to restrictions, he said.

The ambassador said that the members of the Cuban mission at the UN can only move within the island of Manhattan, which hinders the development of their functions and the living conditions of them and their families.

The ambassador denounced that the United States cannot continue to use with impunity its condition of Host Country to selectively and arbitrarily apply the Headquarters Agreement according to its political agenda and prevent certain nations from fully complying with their functions as members of the UN.

With such an arbitrary, selective and discriminatory policy, León stressed, Washington is deliberately affecting the full and effective functioning of the United Nations, as well as undermining multilateralism.
