Cuba advocated for a UN Security Council that effectively fulfills its role in maintaining peace and security, given today’s increasingly complex and challenging international landscape.
Speaking at the Security Council’s Open Debate on its working methods, the Chargé d’Affaires ad interim of the Permanent Mission of Cuba, Yuri Gala, emphasized the importance of this in the context of the organization’s 80th anniversary and under the UN Charter.
Ambassador Gala insisted that Security Council reform is urgent and must be addressed through detailed discussion of its five key issues, as stipulated in General Assembly resolution 62/557.
“Otherwise, the long-awaited comprehensive and profound reform, which would guarantee that the Security Council is transparent, democratic, and representative, could not be achieved,” he emphasized during the session.
The Cuban diplomat expressed concern about the persistent tendency within the Council to work in formats closed to the other member states of the multilateral organization, on whose behalf it must act, in accordance with Article 24 of the UN Charter.
Gala considered it regrettable that the Security Council continues to make decisions without addressing the concerns of the non-member states involved and forcing action on draft resolutions at a time when considerable differences persist regarding their content and scope.
The manipulation and selective use of the Council’s methods and practices, based on political and domination agendas, must cease, the Cuban representative stressed.
He warned that such strategies, far from contributing to ending conflicts, exacerbate divisions and undermine the body’s role in preserving international peace and security.
The Security Council must adhere to its mandate, without usurping the powers of the General Assembly. “Strict respect for the UN Charter is essential to guarantee the credibility and legitimacy of the Council and the Organization as a whole,” she concluded.
Gala’s intervention stood out during Cuba’s week of news at the UN, where the island’s delegation also participated in the General Assembly plenary session on agenda item 89: “Report of the International Atomic Energy Agency (IAEA).”
During her participation, Cuba’s Deputy Permanent Representative, Ambassador Daylenis Moreno, reaffirmed her country’s commitment to the peaceful use of nuclear energy and the promotion of international cooperation before the General Assembly.
Cuba was also present at the debate on agenda item 76 of the UN General Assembly, concerning the “Report of the International Criminal Court,” where it reaffirmed its commitment to fighting impunity and expressed its support for impartial and truly independent international criminal justice.
