Mallory Memorandum: Basis of U.S. policy of stranglehold against Cuba

Bruno Rodríguez Parrilla, Minister of Foreign Affairs, emphasized today that the United States’ policy of economic strangulation against Cuba is based on the Mallory Memorandum, dated exactly 66 years ago.

On the social network X, Bruno Rodríguez pointed out that this document, drafted by then Assistant Secretary of State for Inter-American Affairs, Lester Mallory, would define the principles of the economic, commercial, and financial blockade imposed months later against Cuba, and that “today it is intensifying, with a high humanitarian cost.”

The memorandum asserted that the majority of Cubans supported Fidel Castro, and the only foreseeable way to erode his internal support was through the disillusionment and dissatisfaction stemming from economic hardship and material difficulties.

According to the foreign minister, this is why Washington is currently imposing an unprecedented energy embargo and threatening any sovereign nation to sever its ties with Cuba.

The head of diplomacy for the Caribbean nation emphasized that, as part of this US policy, legitimate medical collaboration is being targeted, and Cuba is being included on a unilateral and fraudulent list of alleged state sponsors of terrorism.

He added, “They are also waging a cognitive and communications war aimed at legitimizing the lies that underpin their measures.”
