United Nations supports transformations in Cuba

by Ed Newman

With a commitment to accompany the country in the implementation of economic and social transformations, representatives of the United Nations System in Cuba are marking the 81st anniversary of the global organization.

Francisco Pichón, the United Nations Resident Coordinator in Cuba, recently stated in Havana — during the conclusion of an international project aimed at fostering “green jobs” in the sugar sector — that there is nothing more important for the institution than supporting the country throughout this process.

Acknowledging that these transformations are being undertaken in a challenging environment, he noted that they are both willing and able to mobilize technical resources to provide support.

Cuba’s challenges are also those of the United Nations System, he affirmed. Consequently, they are prepared to take action and provide support, as well as participate in strategic discussions to better understand the national strategy and assist with the next steps of this complex and significant process.

This commitment aligns with the cooperation framework signed in November 2025, which established four key areas of focus—in line with national plans: productive transformations and international integration; effective governance; human development with equity; and sustainability and risk management.

Every agency within the United Nations System in Cuba has a mandate to contribute to the fulfillment of these priorities, he emphasized.

The goal is to provide broad-based support—with a particular focus on sectors essential to progress—by efficiently leveraging the capabilities of the international organization’s structures in Cuba.

In keeping with these priorities, and drawing on Cuban experiences, they are also offering support to help mitigate the potential impacts of these reforms on vulnerable groups — recognizing that such changes could create inequalities, making it essential to protect the most sensitive segments of the population. The United Nations Resident Coordinator in Cuba urged the country to take advantage of the framework for implementing projects that provide development funding and create opportunities for exchange and collaboration among entities with shared goals.

He noted that while Cuba faces limitations in accessing many institutions that provide development capital, it does have the support of the Green Climate Fund — a significant source of climate finance — and should therefore remain prepared to seize this opportunity.

During his remarks, he highlighted the importance of working with young people, who are at the heart of productive transformations.

In 1947, October 24th was designated as United Nations Day, with the aim of raising awareness about the purpose and activities of the organization—which, through the 2030 Agenda, is committed to building a fairer, more sustainable, and more inclusive future for all of humanity.

More than eight decades since its inception, the United Nations — comprising 193 countries — faces new global challenges and is working to renew itself and strengthen international cooperation.
