Foreign Minister Bruno Rodríguez: U.S. policy of strangulation against Cuba is isolated by global support

by Ed Newman

Cuban Foreign Minister Bruno Rodríguez Parrilla stated that the policy of economic strangulation and unconventional warfare waged by the United States against the island is increasingly isolated on the international stage, as demonstrated by the recent and resounding expressions of solidarity from multilateral organizations and governments of the Global South.

Through social media, the Minister of Foreign Affairs explicitly thanked the Non-Aligned Movement (NAM) and the Group of Friends in Defense of the Charter of the United Nations for their statements condemning the new measures announced by Washington to prevent Cuba from importing oil, thus intensifying the economic, commercial, and financial blockade in place for more than six decades, with accumulated damages exceeding $170.677 billion.

The NAM denounced these coercive measures, aimed at sanctioning countries that maintain legitimate trade relations with Cuba, as having a distinctly extraterritorial character. These measures not only affect the Cuban people but also distort international economic relations and violate the sovereignty of third-party states.

In that regard, the Movement reiterated its call to the U.S. government to immediately and unconditionally end the blockade, which it described as the main obstacle to the economic and social development of the Caribbean nation, as well as a blatant violation of the human rights of Cubans.

The Movement also demanded the elimination of the additional unilateral measures imposed since 2017, including the arbitrary designation of Cuba as a supposed State Sponsor of Terrorism, a label without legal basis that—it emphasized—strengthens the economic embargo and causes enormous material losses and humanitarian damage.

Along similar lines, the Group of Friends in Defense of the Charter of the United Nations warned that the use of blackmail, intimidation, and economic coercion, including through the threat or imposition of abusive tariffs, constitutes a flagrant violation of international law, free trade norms, and the founding principles of the UN. The statement denounces that the recent measures deliberately seek to worsen the living conditions of the Cuban people by depriving the country of essential resources such as energy supplies, indispensable for social well-being and economic activity.

Both organizations reaffirmed their full solidarity with the Government and people of Cuba and urged the international community to defend multilateralism and the international legal order against the policy of force pursued by Washington.

In this context, on Thursday, Cuban President Miguel Díaz-Canel Bermúdez reaffirmed that “Cuba is not alone,” highlighting the numerous expressions of support received immediately from foreign ministries, political leaders, parties, embassies, regional movements, and international legislators.

He highlighted, in particular, the public positions of the Mexican government and the joint declarations of the Non-Aligned Movement and the Group of Friends of the UN Charter, as well as the talks between the presidents of China and Russia, Xi Jinping and Vladimir Putin, in which the commitment to cooperation with Cuba and Venezuela was reiterated.

Díaz-Canel warned that, although many of these expressions are made at the diplomatic level, there are support mechanisms that cannot be made public due to the extreme persecution by the United States against any avenue of cooperation with the island. Nevertheless, he affirmed that there are governments, institutions, and companies willing to work with Cuba, despite the intensification of the blockade.

The head of state denounced the energy and financial persecution as part of an unconventional warfare strategy aimed at fracturing the unity of the Cuban people, generating fear, uncertainty, and psychological attrition. He affirmed that the world cannot allow force to crush multilateralism and called on the countries of the Global South to understand that they face a political, ideological, cultural, and media war, characteristic of fourth-generation warfare.

Díaz-Canel maintained that this offensive seeks to impose an imperial hegemonic ideology, sever the cultural roots of peoples, and discredit their history and identity, while simultaneously waging an intense media and psychological war, like the one applied against Cuba and previously against Venezuela.
