In an unprecedented event in the complex landscape of bilateral relations, a delegation headed by the Director of the Central Intelligence Agency (CIA), John Ratcliffe, was received today in Havana by authorities from the Cuban Ministry of the Interior.
The leadership of the Revolution approved the meeting, requested by the U.S. government, in which Cuba reiterated its historic position of condemning terrorism and demonstrated, with compelling evidence, that there is no legitimate reason to keep the island on the list of state sponsors of terrorism.
“Cuba does not constitute a threat to U.S. national security,” the Cuban side emphasized during the exchange, where it was also made clear that the national territory does not host foreign military or intelligence bases, nor does it support any hostile activity against any nation.
Both sides expressed their interest in developing bilateral cooperation between law enforcement agencies, for the benefit of both nations, as well as regional and international security.

Cuba and the U.S. are interested in developing bilateral cooperation between law enforcement agencies, for the benefit of both nations, as well as regional and international security.
Following a request from the U.S. government to receive a delegation in Havana headed by CIA Director John Ratcliffe, the Revolutionary Government approved the visit and the meeting with its counterpart from the Ministry of the Interior.
The meeting took place on Thursday, May 14, in a context characterized by the complexity of bilateral relations, with the aim of contributing to political dialogue between the two nations, as part of the efforts to address the current situation.
The information provided by the Cuban side and the exchanges held with the U.S. delegation categorically demonstrated that Cuba does not constitute a threat to U.S. national security, nor are there any legitimate reasons to include it on the list of countries that allegedly sponsor terrorism.
During the meeting, the consistency and coherence of our country’s historical position with the actions of the Cuban government and its competent authorities in confronting and unequivocally condemning terrorism in all its forms and manifestations was evident.
Once again, it was demonstrated that the Island does not harbor, support, finance, or permit terrorist or extremist organizations; there are no foreign military or intelligence bases on its territory, and it has never supported any hostile activity against the U.S. nor will it allow actions against any other nation to be carried out from Cuba.
Furthermore, the interest of both parties in developing bilateral cooperation between law enforcement agencies was clearly demonstrated, for the benefit of the security of both nations, as well as regional and international security.
