Cuba reduces ministries and approves laws to modernize public administration

Cuba has announced a ministerial restructuring with the goal of reducing bureaucracy and optimizing public administration, according to an official statement.

The Citizen Portal published the news amidst the complex situation facing the country, marked by the tightening of the blockade imposed by the United States government.

The reorganization is based on the new Organizational Law, the result of a national consultation process.  This legislation redesigns state agencies to strengthen the implementation of public policies, reducing the number of ministries from 27 to 20.

“A small country, with such a complex situation, cannot have such a large structure, so much bureaucracy, which makes processes inefficient, and therefore requires a different design,” President Miguel Díaz-Canel stated, referring to the changes.

In parallel, the National Assembly of People’s Power presented its analysis of four draft laws, as stated on its official website. Among the proposals are the Labor Code, the Law on Agricultural and Forestry Lands, the Housing Law, and the Law on the Organization of the Central State Administration.

To encourage citizen participation, an email address has been set up in Parliament.

The first draft legislation aims to update the labor framework, with the purpose of guaranteeing the protection of rights and the fulfillment of duties arising from the individual legal relationship between worker and employer.

The second draft focuses on land tenure and use, incorporating provisions on possession, inheritance, and the administration of agricultural assets, under a comprehensive and coherent framework.

Meanwhile, the third draft proposes regulations to ensure the effective exercise of citizens’ right to adequate housing and a safe environment, establishing mechanisms that allow the State to fulfill this principle.

Finally, the fourth project defines the organizational bases of the Central State Administration, specifying the number, name, mission and functions of the ministries and agencies that comprise it.
