An article in The Nation, authored by Peter Kornbluh and Ken Klippenstein, reveals a very serious matter: the U.S. State Department, under instructions from Marco Rubio, sent a diplomatic cable to its embassies to pressure governments around the world to prevent the UN from debating the economic aggression against Cuba.
The leaked document confirms what Cuba has been denouncing: Washington not only maintains the blockade, the energy embargo, and financial sanctions, but also attempts to silence the international debate on their humanitarian consequences.
According to the article, the cable orders U.S. embassies to pressure their host countries to oppose the debate requested by Cuba at the UN General Assembly on July 7. If the debate proceeds, the United States asks its allies to attack Cuba in their speeches, accusing it of incompetence, corruption, and economic failure and to avoid blaming the blockade for the crisis.
Even more serious: Washington is issuing a direct diplomatic warning to the countries that have traditionally supported Cuba at the United Nations. It asks them to be “extremely careful” in their interventions and warns them that comments favorable to Cuba could generate “friction” in their bilateral relations with the United States.
This means that the United States is attempting to impose a global gag order: it is pressuring governments not to speak out, not to denounce the blockade, not to mention it, and not to acknowledge the suffering that this policy inflicts on the Cuban people.
The article also dismantles Washington’s narrative. While the United States claims to “care deeply about the Cuban people,” it is waging an open economic war: an oil blockade, sanctions against foreign companies, threats against countries that trade with Cuba, and obstacles even to humanitarian aid.
The Nation points out that the UN General Assembly has overwhelmingly condemned the blockade against Cuba in 31 consecutive votes. However, the Trump administration is now trying to prevent the issue from even being debated, because it knows that the majority of the world rejects this illegal, cruel, and extraterritorial policy.
The text also quotes the UN High Commissioner for Human Rights, Volker Türk, who warned that such severe sanctions, targeting entire sectors of an economy and with indiscriminate effects on the population, are incompatible with international human rights law.
The conclusion is unequivocal: Cuba does not threaten the United States. Cuba is not a military or nuclear power. The real threat is the blockade: a policy of collective punishment that affects food, medicine, fuel, hospitals, transportation, electricity, and the daily lives of millions of Cubans.
As Foreign Minister Bruno Rodríguez Parrilla stated: “Cuba is not a threat. But the blockade is. It is a crime against humanity that is happening right now.”
