Due to its importance, we are publishing the full text of the Declaration of the National Assembly of People’s Power, issued during the Seventh Ordinary Session of its Tenth Legislature:

The members of the National Assembly of People’s Power of the Republic of Cuba, on behalf of the Cuban people, reiterate their strongest condemnation of the genocidal aggression perpetrated by the United States government against Cuba and the imperialist attempt to subdue the sovereign will of the Cuban people by force. The nation’s commitment to defending the inalienable right to self-determination, safeguarding its independence, and its determination to build socialism are firmly established and non-negotiable pillars.
Two presidential executive orders, dated January 29 and May 1, are concrete examples of the maximum pressure policy, whose philosophy is the collective punishment of an entire people. Added to this is the infamous accusation against Army General Raúl Castro Ruz, leader of the Cuban Revolution.
The repeated threats of military aggression constitute an international crime, as established by the Charter of the United Nations. Should such an irresponsible act materialize, it will encounter the unwavering and staunch resistance of the Cuban people, who will not cede an inch of their territory, nor the slightest of their sovereign prerogatives. It will cause death and destruction, and lead to a bloodbath, but it will not achieve its objective of subordinating Cuba to the neocolonial dictates of the United States, establishing a condition of dependence on that country, or returning Cuba to the corrupt, brutally unequal, and socially backward society in which a foreign power owned the national wealth and interfered in the country’s internal political affairs.
The economic war waged against the country for the same purposes, reinforced by the brutal energy blockade, measures equivalent to a naval embargo, and secondary sanctions against those who sovereignly trade and invest in Cuba, seeks to achieve its objectives through the collective punishment of the entire population, thus provoking a humanitarian crisis. This conduct also constitutes an international crime and deserves the broadest condemnation in every corner of the planet.
The Cuban people suffer its disastrous consequences daily, in every facet of life, while the U.S. government, acting as executioner, measures its successes by the death of a child due to lack of access to appropriate treatment; by surgeries canceled or postponed due to lack of electricity or sufficient materials; by family anguish caused by electricity and water shortages or the inability to preserve food. This executioner celebrates the effects of a silent but merciless war, which will be recorded in history and the national conscience, just as the criminal “reconcentration” of Weyler has been.
How can a country in the 21st century, in the third millennium, live without fuel? How can it generate enough electricity? How can it maintain the vitality of its industries, factories, and hospitals? How can it produce and transport food and medicine? What fate awaits millions of Cubans if the criminal aims of our powerful northern neighbor are not stopped?
As the Army General, leader of the Cuban Revolution, stated: “…before this new challenge, we will also emerge victorious.”
In recent days, at Cuba’s request, the United Nations General Assembly debated the energy blockade, the intensification of the economic war, and the threat of military aggression against the Cuban people. Our solidarity-driven and generous archipelago once again received the broad support of the international community, despite the many pressures from the U.S. government to prevent the issue from being addressed, and the repeated slander that accompanied the offensive speeches of the U.S. representatives.
We have the duty and the right to defend the lives of our citizens; to preserve this region as a Zone of Peace, as proclaimed by the Heads of State and Government at the Summit of the Community of Latin American and Caribbean States (CELAC) in January 2014 in Havana.
The National Assembly of People’s Power reaffirms the statement made by the First Secretary of the Communist Party of Cuba and President of the Republic, Miguel Díaz-Canel, on July 26, that “Cuba is not a threat, neither to the United States nor to any other country on earth. We are a noble people, who save lives where others destroy, who send doctors and teachers where others send bombs.”
It also endorses the denunciation made by the Cuban Head of State that our country is the victim of a coldly calculated genocide.
It also expresses its strongest support for the Declarations of the Revolutionary Government and the Ministry of Foreign Affairs rejecting the criminal conduct of the United States government.
It reiterates its profound gratitude for the expressions of solidarity and sympathy shown by various governments and parliaments, political, social, and religious organizations, friendship groups, Cubans residing abroad, and thousands of individuals with a sense of justice and ethics, regardless of their positions regarding the Cuban Revolution.
The Assembly expresses special gratitude and recognition to the politicians, organizations, and diverse individuals, including many Cubans, who, from the United States and with great courage, have voiced their rejection of such a cruel policy against a nation and a people who neither attack nor threaten any other country.
We embrace Martí’s teachings and, together with the Master, we say: “Cuba does not go begging in the world; she goes as a sister, and acts with the authority of one. In saving herself, she saves others…”
The Assembly also warns of the dangers of the repressive and McCarthyist wave that the United States is attempting to impose on its own citizens and that is spreading throughout the hemisphere. It would be highly irresponsible to forget or ignore the dark history of crimes committed by the State for decades in the North American nation that gave rise to it, crimes that were replicated with even greater cruelty by atrocious dictatorships in several Latin American countries, at the cost of hundreds of thousands of murders and disappearances, and victims of sophisticated torture and other unspeakable crimes.
On behalf of the Cuban people, the National Assembly of People’s Power calls upon parliamentarians from all countries to unite their voices and wills to prevent U.S. military aggression against Cuba, put an end to the silent and genocidal war being waged against the Cuban people, and defend peace, friendship, and solidarity.
