Statement by the Minister of Foreign Affairs of Cuba, Bruno Rodríguez, at the Ibero-American Summit Ministerial Dialogue with Associate and Consultative Observers
Dear Minister Albares, dear Secretary General Allamand. Distinguished heads of delegations from member countries and Associate and Consultative Observers:
We appreciate the organization of this meeting, which is part of the efforts to strengthen cooperation between the Conference and its extra-regional partners.
Cuba joins in welcoming Angola, India, and Türkiye as Associate Observers, and the Association of Caribbean States as a Consultative Observer. We trust that they will contribute to strengthening the ties between our peoples and the cooperation programs within our Community, based on respect for international law.
Cuba has developed cooperation programs with many of the Conference’s member countries — including those joining today as observers, as well as others that already held that status. Our country remains committed to participating in joint projects and offers its experience and human resources, despite the difficult economic situation resulting from the rigid economic, commercial, and financial blockade imposed by the United States and its smear campaign against our cooperation efforts.
Unilateral coercive measures by the United States — which run counter to international law and possess a distinct extraterritorial character — violate the right of our nations to cooperate, invest, or trade with any sovereign and independent state.
Cuba remains prepared to participate actively — contributing its experience and knowledge — in cooperation projects and forums for exchange aimed at the common benefit of our peoples.
Thank you very much.
