Cuba assesses defense zone readiness to protect residents

by Ed Newman

Cuban authorities reviewed the readiness of the Cerro defense zone in Havana to handle exceptional situations and protect over 28,000 residents, with a focus on identifying available resources.

The visit was attended by Salvador Valdés, Vice President of the National Defense Council and the Republic, and Manuel Marrero, head of the Economic and Social Body and Prime Minister of Cuba.

Marrero called for stricter standards and oversight regarding rule-breaking, as well as the local identification of reserves available for armed defense and for supporting the population and the economy.

Key priorities highlighted during the meeting included the recovery of the National Electric System, progress in the energy transition, water supply, and solid waste collection.

“We recognize that work is being done here,” noted Valdés, emphasizing the importance of keeping the zone active to respond to any difficulties that may arise.

Brandy Araujo, president of the Zone Defense Council, reported that work is underway to fully staff the zone’s structure and working groups, as well as to ensure the security and protection of strategic sites.

As part of defense preparedness — considered a local priority — population protection exercises have been conducted in several electoral districts. Energy and water sub-groups are also addressing residents’ concerns and needs.

The zone is also working on park renovations, strengthening ties among economic stakeholders, and providing care for the elderly.

Food production is another priority, with initiatives focused on self-sufficiency and the cultivation of home gardens and small plots. Short-term plans include installing a community solar-powered charging station and opening two neighborhood markets.
