Cuba calls for comprehensive reform of the UN Security Council

by Ed Newman

On Thursday, before the United Nations General Assembly, Cuba called for a comprehensive reform of the Security Council to ensure greater representation for developing countries and to correct historical imbalances in its composition.

According to the website misiones.cubaminrex.cu, Ernesto Soberón Guzmán, Cuba’s Ambassador and Permanent Representative to the UN, highlighted the urgent need to transform the body into a more democratic and representative entity—one capable of responding effectively to challenges regarding international peace and security.

The diplomat advocated for expanding the Council to at least 26 members, with new permanent seats allocated to Africa, developing nations in Asia, and Latin America and the Caribbean—regions that have historically been excluded from major decision-making processes.

Ernesto Soberón reiterated Cuba’s opposition to the veto power and rejected any reform proposal that would perpetuate existing privileges or establish discriminatory criteria, emphasizing instead the need to strengthen transparency and accountability.

He stressed that the reform must also address the Council’s working methods and ensure the effective participation of all Member States, while rejecting selective expansions or new categories of membership that would only deepen existing inequalities.

The Permanent Representative reaffirmed Cuba’s commitment to intergovernmental negotiations and the pursuit of a solution with broad support among Member States—a prerequisite for strengthening multilateralism and advancing toward a more just international order.
