Bruno Rodríguez Parrilla, Cuba’s Minister of Foreign Affairs, denounced the actions of the United States’ economic war and its impact on the precarious state of the national electrical system (SEN).
Through X, the Cuban foreign minister asserted that blaming the Cuban government for the state of the country’s electrical infrastructure is a lie to conceal the crime that Washington is committing against the people of the island.
The head of Cuban diplomacy recalled that Presidential Memoranda NSPM-5 of 2017 and 2026 establish financial and commercial strangulation and persecution as the core of the suffocation against Cuba.
He pointed out that this economic war was reinforced by the island’s reinstatement on the unilateral list of alleged state sponsors of terrorism in January 2021 and subsequently in January 2025.
“They have turned us into a ‘risk’ country for any foreign transaction, business or investment.”
Bruno Rodriguez cited as an example that in 2023, a European company canceled the sale of spare parts for power generation turbines, fearing US sanctions, even though Cuba had the financing.
He added that in 2025, a company from a friendly country refused to provide technical assistance to put into operation an essential component of the Cienfuegos thermoelectric plant because it contained more than 10 percent US-made parts.
According to Cuba’s foreign minister, technicians from companies contracted to provide assistance have decided not to travel to Cuba, even after arriving at the airport of origin, due to threats and pressure.
In the message, Rodríguez Parrilla also referred to Executive Order 14380, issued by the President of the United States on January 29, 2026, which authorized the imposition of punitive tariffs on imports from countries that directly or indirectly supply oil to Cuba.
Before the energy blockade, he explained, oil tankers transporting fuel to Cuba were threatened with fines, asset seizures, exclusion from the global financial system, and even interception on the high seas and confiscation of their cargo.
He specified that, in addition to all this, 40 foreign banks have refused to do business with Cuba, blocking 140 bank transfers, many of them related to payments for the purchase of solar or wind power technology.
The Cuban electrical system is not a victim of neglect. It is the victim of a brutal war. Whoever is deliberately waging it knows perfectly well the damage they are doing to the population and hides behind a facade of lies and propaganda.
