World Food Program approves aid to Cuba despite strong U.S. pressure

The Executive Board of the World Food Program (WFP) has overwhelmingly approved the Draft Strategic Plan for Cuba 2026-2030 today, strong pressure from the United States to prevent it.

During the annual session of the WFP’s supreme governing body, the Cuban delegation, headed by Ambassador Jorge Luis Cepero, Permanent Representative to the United Nations agencies based in Rome, defended his country’s position in the face of US maneuvers.

Cepero denounced the pressure and sanctions from Washington, aimed at preventing the entry of humanitarian aid and hindering food distribution on the island, including the unsuccessful attempts to manipulate the WFP to obstruct the approval of its program for Cuba.

On June 25, 2026, the Cuban delegation reaffirmed that this cooperation and strategic plan are vital tools for sustainable development, in a complex context marked by the increase in genocidal actions by the United States against the Cuban people.

At the final session of the current annual session of the WFP Executive Board, held from June 23rd to 26th at the organization’s headquarters in Rome, the vast majority of member states voted in favor of Cuba, while only Morocco sided with the United States.

In statements to Prensa Latina, Cepero affirmed that “this is a resounding victory, which demonstrates that Cuba is not alone,” and emphasized that even the shadowy U.S. procedural maneuvers to try to prevent the program’s approval were defeated.

The Cuban ambassador noted that the implementation of this plan facilitates the WFP’s operations in Cuba, including its access to fuel, despite US pressure to block the entry of energy resources, which hinders the work of international organizations.

The WFP Strategic Plan for Cuba, totaling US$116,425,668, covers the period from July 1, 2026, to December 31, 2030, and its objectives are aligned with the United Nations Development Cooperation Framework.

It focuses on cooperation, strengthening food security, improving logistics systems, and protecting vulnerable populations from resource limitations—all of vital importance given the intensification of the US economic blockade, the Cuban ambassador added.
