Cuban President Miguel Díaz-Canel has urged “defense zones” to attain a level of autonomy that would enable them to manage the resolution of everyday problems currently faced by various communities.
During a working session of the Havana Provincial Defense Council — part of the “Moncada 2026” Strategic Exercise — the head of state directed that efforts continue to fully staff the “Production and Defense Brigades,” while also promoting their contribution to the economic and social dynamics of the defense zones where they operate.
Díaz-Canel reaffirmed the value of activating these defense zones during such complex times, noting that this allows structures designed for wartime to remain operational — across the political, economic, and social spheres — even during peacetime.
However, he pointed out that this requires the continuous refinement of the structures of the Zone Defense Councils (CDZ).
The President, who also serves as head of the National Defense Council, instructed the CDZs to foster greater public participation in all local initiatives, the Presidency reported on its website.
The “Moncada 2026” exercise concluded yesterday across the country. On its final day, Díaz-Canel visited the Havana Military Region, where its commander, Brigadier General Raúl Pérez Ávila, provided an update on the defensive measures carried out during the exercise as part of preparations to repel a potential act of aggression.
