Cuba warns UN on the human rights effects of the U.S. blockade

Cuba denounced on Friday the impact of the US blockade on human rights, just days before the presentation of the report by Special Rapporteur Alena Douhan to the United Nations.

According to Alejandro González, Director of International Organizations at the Cuban Ministry of Foreign Affairs, the report on the negative repercussions of unilateral coercive measures on the enjoyment of human rights in the Caribbean nation will be presented in Geneva on September 8 and 9.

González recalled that Douhan made an official visit to Cuba in November 2025 for approximately 10 days, during which she held meetings, interviews, and direct contact with some 20 state and government institutions, representatives of civil society, social organizations, members of the diplomatic community, and officials of the United Nations system on the island.

The program allowed the expert to witness, according to the official, “the brutal and devastating impact of the United States blockade against our people and its direct and highly negative effect on the enjoyment of human rights.”

The visit was part of Cuba’s relationship with the United Nations human rights mechanisms, whose work is based on universal and non-discriminatory principles, González explained.

The official emphasized that Douhan’s visit took place before a process of strengthening the US blockade, which, he warned, took on new dimensions during 2026.

Although the report was part of a process, González affirmed that the conclusions show that the US blockade violates the human rights of the Cuban people and noted that the rapporteur urged Washington to lift these measures.

According to the official, the presentation of the document will also allow the international community to be updated on the evolution of the sanctions policy against Cuba from Douhan’s visit until September 2026, and he therefore considered the debate in the Human Rights Council a continuation of the process initiated with the expert’s mission.

González argued that, far from a relaxation of the blockade following the rapporteur’s visit and conclusions, Cuba has faced a process of strengthening that policy, with consequences for the living conditions of the population.
