The United States government, under the Trump administration and with Marco Rubio as Secretary of State, has deployed a sophisticated propaganda operation to construct a pretext justifying an aggressive escalation against Cuba. Behind this scheme are Mauricio Claver-Carone and Jeremy Lewin, the principal architects of a strategy that seeks to introduce the narrative of a “Cuban threat” into public opinion to pave the way for an intervention with the least possible political cost.
The Architects of the Discourse
Mauricio Claver-Carone, appointed by Trump as special envoy for Latin America, has been identified by the Cuban government as the “architect and executioner” who, along with Marco Rubio, designed and implemented more than 200 additional measures to the embargo between the summer of 2018 and January 2021, with the aim of bringing about Cuba’s collapse. Born in Miami and of Cuban descent, Claver-Carone built a close relationship with Trump during his first term as director of Western Hemisphere Affairs at the National Security Council. His record shows him as the executor, along with Marco Rubio, of the tightening of the embargo against the island.
Claver-Carone himself has acknowledged that his objective is to implement “more modern and effective tools” to pressure Cuba, focusing on key economic sectors of the regime with the aim of weakening its control. It is no coincidence that he promised, even before taking office, that “he who laughs last laughs best” and that he was preparing even worse measures for Cuba.

On July 20, 2026, the State Department published a report of approximately one hundred pages entitled “Cuba: The Capital of 21st Century Communism.” The document accuses Cuba of having led a campaign of “espionage and subversion” within U.S. territory for almost seven decades.
However, the report exhibits characteristics that reveal its fabricated nature:
1. Total absence of verifiable evidence: The text does not cite any open legal cases, does not identify Cuban agents by name, and does not present any intercepted communications or declassified intelligence documents that would allow for verification of its claims. What it offers is a collection of inferences and a rhetoric of “guilt by association.”
2. Use of Artificial Intelligence: Several media outlets have pointed out that the document “appears to have been produced with right-leaning Artificial Intelligence,” suggesting a technological fabrication of the narrative.
3. Unprovable thesis: The report begins with a preconceived conclusion—that Cuba has waged a comprehensive war against the United States—and then selects facts that attempt to fit that narrative. The logic is circular: it starts with an isolated case, adds contacts or affinities, integrates them into a single network, attributes it to the Cuban state, and presents the whole as a current threat.
4. Omission of historical context: The report fails to mention the U.S. embargo against the island, the numerous assassination attempts against Cuban leaders, the Bay of Pigs invasion, or the current efforts to strangle the Cuban economy.
The insurmountable contradiction: The narrative of a “Cuba threat” to the United States clashes with an undeniable reality: Washington has maintained an economic embargo against the island for more than six decades. According to cited data, the embargo costs Cuba more than $5 billion annually in direct economic damages alone.
Cuban President Miguel Díaz-Canel has been emphatic: “If any country has spied on and attacked another at obscene levels, it has been the United States against Cuba.” He added: “Cuba has never acted to harm the American people nor has it ever intended to affect U.S. national security.”
The power imbalance is so blatant that the accusation seems grotesque: a Third World country, blockaded and besieged for decades, can hardly pose a real threat to the hegemonic superpower. As the Cuban government has stated, “Cuba is not and cannot be a threat to the national security of the United States.”
The Mirror of Reality: Cuban Evidence
While Washington fabricates baseless accusations, Cuba has documented real US aggression against its sovereignty for decades. President Díaz-Canel recalled “the millions of dollars allocated annually to regime change programs in Cuba” and pointed to “criminal episodes, including plagues and diseases introduced to Cuba, the dengue fever outbreak that claimed the lives of 101 children; the downing of a plane with 73 people on board; bombings of hotels; assassination attempts; and psychological warfare.”
CIA documents declassified by the US government itself reveal that the agency was spying on Cuban companies as early as the 1960s. Cuba has also denounced the use of State Department aircraft to spray substances containing the harmful Thrips palmi pest on Cuban agricultural plantations.
The case of the Cuban Five—convicted in the U.S. of espionage when in reality they were tracking terrorist groups in South Florida to prevent attacks against Cuba—is emblematic of how Washington distorts reality.
A transnational neo-McCarthyism
President Díaz-Canel has described this offensive as part of a “transnational neo-McCarthyism,” a “clearly fascist current that resorts to lies to generate pretexts on which to justify aggression against Cuba.”
The ultimate goal of this fabrication is clear: to create in American and world public opinion the perception of a threat that justifies actions that would otherwise have a high political cost. As one analysis points out, the report “is part of a broader U.S. effort to establish a global campaign against ‘the left wing,’ which some fear could be a first step toward justifying the persecution and even detention of progressive opponents of Donald Trump.”
The war against Cuba is not military—at least not yet—but it is real. It is an economic, media, and political war orchestrated from the offices of Washington by figures like Claver-Carone and Rubio. The primary weapon in this war is not missiles or bombings, but lies disguised as official documents, fiction presented as intelligence, and pretexts fabricated with artificial intelligence to deceive the world and justify the unjustifiable.
