Mexico City, April 13 (teleSUR-RHC) The Mexican Commission for the Defense and Promotion of Human Rights (CDPHR), an NGO based in Mexico City, has released a new report showing that more than 4,000 cases of torture have been filed to the federal General Attorney’s office over the past eight years.

“The number of torture (cases) in Mexico is outrageous; in any other country it would be a scandal with only one case reported. Here it looks like its normal,” explained the CDPHR director Jose Antonio Guevara on Saturday.

The non-governmental organization (NGO) requested access to official annual reports on cases brought to the Public Prosecutor's office since 2006. According to their investigations, the numbers have consistently increased. For example, the cases filed in 2006 were 23, but by 2014 the numbers increased dramatically to 2,055 cases reported. Furthermore, over the last two years, 3,568 cases were reported, of which only 1,884 are under investigation, with most cases discarded without investigation.

According to the human rights group, the government method of categorizing torture cases seriously understates the official figures. The revealing report comes as the Mexican government refuted an earlier United Nations report claiming torture was a common practice by authorities in Mexico.
