Concerns in the preamble

After eight years without taking place, the participants in the Third Summit of CELAC, Community of Latin American and Caribbean States, and the EU, European Union, gathered, although previous irregularities disturbed Cuba and other countries.
 
Conceived as a space for the defense of sovereignty and with equal participation without interference, the convocation had an eventful previous event.
 
The forum called "Youth, civil society and local authorities" did not have the adequate participation of the peoples of Latin America and the Caribbean and, as denounced by the Cuban civil society, there was no bi-regional consensus to specify delegates, format and topics.
 
The Caribbean nation, which rejected the exclusion of its civil society organizations, considered that the marginalization responded to the purpose of moving the dialogue in Brussels towards the positions of the organizers.
 
The resolution of the European Parliament, promoted by the right wing, which attempts to question Cuba's performance in human rights and international relations, had more negative repercussions.
 
Described as defamatory and interfering by a parliamentary commission of the largest of the Antilles, the resolution responded to machinations of the Spanish Vox party, of fascist ideology.
 
Cuban television provided evidence of the devious movements of Rocio Monasterio, president of Vox in Madrid, and the Spanish MEP Herman Tersch.
 
Both of them colluded in Miami with the extreme right wing of the Cuban emigration, some of them involved in subversive conspiracies.
 
According to the source, the so-called "exile ambassadors in Spain" organize a boisterous show in Brussels to question the Caribbean nation's record on human rights and other issues.
 
In addition to all of the above, the Cuban Foreign Minister, Bruno Rodriguez, made a strong statement, calling on the European Union for lack of transparency and for jeopardizing the success of the CELAC-EU summit.
 
No progress has been made in bi-regional ties, there is manipulative behavior on the part of the EU in the preparation of the summit meeting in Brussels and parallel forums were organized unilaterally, said Rodriguez.
 
The outlines of Cuba, which came to Brussels in a constructive spirit, cast doubts on the summit, in the preamble phase.
 
It is a delayed meeting, which is expected to reaffirm the strict respect for the United Nations Charter, International Law and the postulates of the Proclamation of Latin America and the Caribbean as a zone of peace.
