Colombian government and ELN sign nine protocols in Havana to comply with ceasefire agreement

Havana, July 16 (RHC)-- The plenary session of the Peace Dialogue Table between the Colombian National Government and the National Liberation Army (ELN) ended in Havana on Saturday.   According to Eugenio Martínez, director general for Latin America at the Ministry of Foreign Affairs, at the conclusion of the Dialogue Table, an agreement between the parties was reached.  

A total of nine protocols were signed:

* Role of the Table of Peace Dialogues in the fulfillment of the Bilateral, National and Temporary Ceasefire.
* Complementary Protocol to the Mandate of the Monitoring and Verification Mechanism.
* Role of the Catholic Church in the Monitoring and Verification Mechanism.
* Social Oversight and Humanitarian Protection Mechanisms in the framework of the Bilateral, National and Temporary Ceasefire Agreement.
* Evaluation, Extension or Suspension of the Bilateral, National and Temporary Ceasefire Agreement.
* Security and Protection for the members of the Monitoring and Verification Mechanism.
Security for the ELN and the place where they are present in the framework of the Bilateral, National and Temporary Ceasefire Agreement.
* Communication of the Bilateral, National and Temporary Ceasefire Agreement.
* Pedagogy of the Bilateral, National and Temporary Ceasefire Agreement and its protocols.

According to the Cuban Foreign Ministry> "The glossary of the terms of the Bilateral, National and Temporary Ceasefire Agreement was also agreed upon.  The Operational Regulations and the Work Plan of the National Participation Committee were adopted and it was agreed to install said Committee in Bogota, Colombia on August 3, 2023."

Eugenio Martínez told reporters that the session of the Table was an agreement of the parties and its venue was an express request to Cuba by the Government of Colombia and the ELN, supported by the guarantor countries, the permanent accompaniers and the group of countries of accompaniment, support and cooperation.

"Cuba served as headquarters and facilitated the conditions for a Commission of the Table of Peace Dialogues to meet in Havana since June 20, with technical participation of both parties to fine-tune the protocols that were signed on July 13 at the conclusion of the work of the Table.

"In that sense, Cuba remained active as an alternative venue and guarantor, to follow up on the Cuba Agreements signed on June 9 as a confirmation of its firm position in favor of peace in Colombia.

"Through Agreement number 11 of the Dialogue Table signed on June 9, 2023 in Havana at the closing of the Third Cycle of Peace Dialogues, the parties established that the session of the Table installed on July 10 will approve the Protocols that make up the Bilateral, National and Temporary Ceasefire Agreement and the composition of the National Participation Committee (CNP), the body responsible for energizing the design of participation in society in the Peace Process, the first point of the agenda already agreed upon."
