Fernández de Cossío affirms that Cuba has the capacity, organization, wisdom, and
experience to overcome this new U.S. aggression

Havana, July 3 (RHC)-- The Presidential Memorandum on National Security, issued by the United States government, constitutes an intimidating political platform that intensifies the blockade against Cuba, Cuban Deputy Foreign Minister Carlos Fernández de Cossío asserted this Wednesday.
The diplomat added that the document serves as cover for the actions that the White House has been implementing or will adopt in the future to cause suffering to the people, affect the economy and the country's development in sensitive areas such as tourism, fuel supply, electricity generation, food production, and many others.
Appearing on the prime time TV news program Mesa Redonda, Fernández de Cossío explained that the document, made public on June 30, reissues and amends a similar one enacted in 2017 during the first term of Republican President Donald Trump.
"The measures it contains have been implemented since the president returned to power in 2025, and both memoranda bear the influence of Secretary of State Marco Rubio and a clique, including terrorists who make a living from the business of hostility against Cuba," he stated.
The deputy foreign minister affirmed that the memorandum is intended to attack the island's private sector and threaten individuals and companies that legally export to the Caribbean country from the United States.
Fernández de Cossío affirmed that the true philosophy of the economic war that the United States decided to wage against Cuba decades ago is contained in Lester Mallory's memorandum of 1960 and the Helms-Burton Act of 1996.
He cited paragraphs from both legal documents that tacitly express the U.S. government's determination to cause hardship and discontent among Cubans in order to destroy the Revolution and take over the country.
Cuba's deputy foreign minister also described the impact of the blockade on the island as severe, stating that "it causes damage and anguish, but it has not been able to, nor will it be able to, achieve the desired end because it clashes with Cubans' determination to preserve their independence."
Fernandez de Cossio emphasized that Cuba has overcome moments of greater complexity and that today "we have the capacity, organization, wisdom, and experience to overcome this new aggression from the imperialist power."
