Cuba maintains a consistent position in favor of regular, orderly and safe migration, and supports initiatives that favor it, as Mexico did by convening a high-level meeting.

Migration from Cuba has increased since the reopening of the borders at the end of 2021, when the COVID-19 pandemic, during which the economy was paralyzed, was beginning to be left behind.

The fall in tourism, production and the need to allocate available financial resources to health, together with the intensification of the U.S. blockade, plunged the Caribbean nation into a pressing situation.

The continuity of the siege under the administration of Joseph Biden and the consequences for international markets of the war in Eastern Europe, placed Cuba in a context of food, energy, transportation and production crisis.

Therein lies one of the essential causes of emigration, in addition to the fact that only for those from this country there is an incentive, the Cuban Adjustment Act in the United States.

It became visible, then, the legal migratory flow, continued, then in an irregular way to enter the power of the North, without discarding furtive exits by sea.

Cubans who leave their country do so mainly for economic reasons, most of them do not get involved in subversive plans and maintain family ties.

Quite a few have life expectations that they consider difficult to achieve in Cuba, and others seek to be reunited with their relatives.

Experts believe that Cuban emigration has a marked component of circularity, as they travel and return to their country to visit because local laws allow it.

However, the Caribbean nation faces a negative migratory balance, with a special impact on the economically active force.

Society is trying to cope with a global phenomenon that here has an impact on demographic dynamics, production and services.

Initiatives at the regional level to examine the migratory crisis are welcome, such as the one convened by Mexico, whose government seeks a good neighbor agreement against poverty, one of the causes of the phenomenon.

The summit on migration held in the Mexican city of Palenque under the slogan "for a fraternal neighborhood with well-being" was a call to join forces to fight poverty, one of the causes of the phenomenon.

It was a call to join efforts, wills and resources to address the causes of the migratory phenomenon and where representatives of 12 countries urged Cuba and the United States to discuss the issues that drive them apart.

Because, as highlighted in the final declaration, unilateral coercive measures drive migration.
